Down Payment Assistance Programs

  CITY OF BREMERTON
The City of Bremerton program is offered in partnership with the Washington State Housing Finance Commission for buyers purchasing within the Bremerton City limits. Borrrowers must income qualify at 80% or below area median income. Maximum loan amount is $20,000 with 3% interest and a term of $15,000. You must qualify for a WSHFC House Key first mortgage from a qualified lender. Visit the

  KITSAP COUNTY CONSOLIDATED HOUSING AUTHORITY
The Kitsap County Consolidated Housing Authority (KCCHA) offers a 0% interest second loan of up to $20,000 for household incomes at or below 80% of county median. Buyers can purchase homes in Kitsap County outside of Bremerton city limits. Call 360-535-6139 for more information.
   
  WSHFC HOUSE KEY PLUS
The Washington State Housing Finance Commission (WSHFC) House Key Plus is a second loan used with the House Key Bond loan. Depending on household income, can qualify for loan of up to $5000 at 5% interest for a 10-year term. WSHFC HOME CHOICE
HomeChoice is a second loan program for persons with a disability or a family member with a disability living with them. Borrowers must be first-time buyers or buying in a targeted area. Call KCCHA at 360-535-6120 or the WSHFC at 800-767-4663.

Affordable Loan Programs

  WSHFC HOUSE KEY BOND PROGRAM
The Washington State Housing Finance Commission (WSHFC) provides below market interest rate loans to low and moderate-income first-time homebuyers, used in conjunction with FHA, VA, Rural Housing Services (RHS) or certain conventional loan programs. Call the WSHFC at 800-767-4663 or visit

  COMMUNITY LAND TRUST
Housing Resource Board of Bainbridge Island offers programs to assist low-income folks seeking housing on Bainbridge Island. Call (206) 842-1909; or visit www.housingresourcesboard.org
   
  USDA RURAL DEVELOPMENT
The USDA Rural Development provides financing to low and moderate income families for purchase and repair of homes in rural areas. There is no down payment required and loans can include repairs and closing costs. May qualify for lower interest rate loan. Call 360-452-8994 for more information.
   
  KITSAP COUNTY HOUSING AUTHORITY SELF-HELP PROGRAM
The Kitsap County Consolidated Housing Authority's (KCCHA) Mutual Self-Help Program makes homes affordable, by enabling future homeowners to work on homes themselves as part of a team effort. With this investment in the home, or "sweat equity", each homeowner pays less for his or her home. Call 360-535-6139 or visit

FHA LOAN
FHA loans have 3% down payment which may come from sources other than the borrower’s own funds. There are no income limits and borrowers need not be first-time homebuyers.
   
  VA LOAN
VA loans are available to active duty military, veterans and spouses of deceased veterans. There is no down payment or mortgage insurance with this loan and the seller is allowed to pay all closing costs and discount points.

AMERICAN FINANCIAL SOLUTIONS
American Financial Solutions is a non-profit agency that provides FREE budget and credit counseling. AFS also assistance for default and foreclosure prevention. Call 360-377-9000 for information.

   
 

HOMEBUYER EDUCATION

  KITSAP HOUSING COALITION
The Kitsap Housing Coalition is a local partnership of lenders, Realtors, housing service agencies, and other homeownership related services. Coalition instructors conduct free 5-hour classes and are presented in an unbiased manner. Our goal is to prepare you for home ownership and familiarize you with the home buying process. Participants are given a certificate of completion, valid for two years. This certificate is a requirement for many of the first-time buyer and down payment assistance programs. Call Ann E.   WASHINGTON STATE HOUSING FINANCE COMMISSION (WSHFC)
